However, insiders report that many cafes use the events to facilitate underground betting. Staff manage hidden betting pools and charge commission on each transaction.

Police raids have uncovered gambling apps pre-installed on many computers. Owners claim ignorance, but regulators are now considering stricter licensing for internet cafes.
